The president of the Chamber of Deputies, Eduardo Cunha, authorized yesterday, 2/12, the opening of proceedings against the impeached president, Dilma Rousseff. Seven President clearance applications were received but only one was accepted, authored by lawyers Bicudo and Miguel Reale Junior. The largest foundation for determining the processing of the application was that the president has issued six decrees, releasing extraordinary credit in the current year without approval of Congress. It claims, in the Decision, evidence of direct participation of Dilma, the responsibility for crime, because available R $ 12.5 billion, in explicit violation of the Law of Budgetary Guidelines.
The lead author of the request, the lawyer Bicudo has rich biography: interim minister in September 1963; Attorney of Justice of São Paulo, leader of the movement against the Death Squadron; secretary in the administration of Luiza Erundina in 1989/1990; in February / 2000, he was sworn in as president of the Inter-American Commission on Human Rights in Washington.
